This Parish Plan has been supported by Defra funding

Parish
Plans originated from the Rural White Paper in November 2000
and in Shropshire, parishes started working towards creating
Parish Plans from this time. The reasons for Parishes to start
the Parish Plan process are varied, for example, to bring
their community together, show local councils the needs and
aspirations of the local community or protect what is valuable
to the Parish. Typically, Parish Plans are organised and coordinated
by a steering group of volunteers that try to ensure that
everyone in the Parish is given an opportunity to have their
say, normally through a variety of methods e.g. public meetings,
questionnaires, suggestions boxes.
My role is to support the groups that are coordinating the
Parish Plan process by giving them ideas on how to consult
their local community, provide examples of previous Parish
Plans and questionnaires and also signpost the group in the
direction of expertise that could be of use to them. At the
Community Council of Shropshire we are also able to support
the writing and analysing of Parish Plan Questionnaires with
a specially designed computer software. This takes a lot of
pressure off the group of volunteers and enables the questionnaires
to be independent analysed and a report to be written for
the group.

Role of NSDC in supporting development of the parish plan
Lucy Roberts is the main Point of Contact here at NSDC, to
help with any questions about District Council services and
to signpost relevant offices that may be able to assist. I
will act here as reserve on this matter, so please copy me
into any requests to her, to cover us should one of us be
unavailable.
Other areas in which we can support you depend on the needs
identified by your steering committee during development of
your parish plan. For example, you may decide to hand deliver
survey forms to your households. We could print your address
labels to save you writing all the envelopes, but would expect
you to have budgeted for the cost of envelopes when you costed
up the process. Another example would be that you may want
us to help with a press release if you do not have people
with such skills on your steering committee. A real example
for Norton in Hales would be Mrs Barker’s request for
a map of the Parish which I have arranged with our Ordnance
Survey Officer, for which a licence agreement has to be signed
and returned but there is no cost to yourself. We have also
been pleased to help you with council tax banding formation.
The other area in which we endeavour to help is around identifying
other organisations who may be able to help you. For example,
you know we do not directly fund parish plans since we support
these through the Community Council: however, Lucy is well
placed to suggest possible funding streams that you could
approach.
INTRODUCTION
The
Parish Council at their meeting of 4th.September 2007 agreed
to progress the Parish Plan, voting start up funds and directing
Councillors N Sharman, G Powell and K Cliff to submit an application
for funding. A grant to implement the Plan has been received
from Defra with the assistance of Gemma Robinson.
